Mikaela Kets
Trainer/Consultant

With over 25 years of experience in public-private partnerships (PPPs), vocational education and training (VET), skills development, and labor market policies, I have designed, managed, and evaluated complex initiatives across Europe, the MENA region, and Central Asia.
My work focuses on the green and digital transition in vocational education, the integration of artificial intelligence and future-oriented skills into curricula, as well as innovative systems for recognizing learning—RPL/VNFIL, micro-credentials, and partial qualifications. I have actively contributed to aligning these systems with European reference frameworks: EQF, ECVET, and ESCO.
In Romania, I initiated and coordinated the establishment of 14 sectoral committees, contributing to the strengthening of dialogue between the educational and economic sectors. Throughout my career, I have developed employment and education policies, vocational counseling tools, and coaching programs for professional development in the workplace.
I am involved in applied labor market research, market studies, and career guidance services, with a constant focus on inclusion, equal opportunities in apprenticeships, and building sustainable partnerships for lifelong learning.
I am a member of Cedefop’s Community of Experts on Apprenticeships and collaborate with the Learning and Employability Department of the same European institution.
